The Parent Opportunity Program (POP) of El Paso offers free services that include:

Individualized case management and community resource referrals

POP case managers work one-on-one with participants to evaluate their individual needs and help them set personal goals, connect with our partners, and find community resources for self-sufficiency.

Employment and training assistance

Goodwill Industries assists participants with training, education, and job placement. Participants may receive referrals to other employment and training programs including Workforce Investment Act (WIA) and Welfare to Work. Low-income parents may also be able to access a variety of supportive services including transportation assistance while they are actively seeking employment.

Peer support for non-custodial fathers

The Center on Fathering provides peer support groups for non-custodial fathers and offers one-on-one personal support.

Fathering, co-parenting, and conflict resolution classes

The Center on Fathering offers parents a variety of classes that emphasize the importance of both parents being involved in raising children.

Assistance to establish or improve visitation/parenting time

POP works to improve co-parenting relationships and parenting time arrangements by working with both parents and encouraging communication. Supervised phone calls and visitation are also provided.

Mediation services

Informal and ongoing mediation services are provided by POP case managers and the Center on Fathering. Professional mediation services are offered at the Office of Dispute Resolution. POP assists low-income parents with mediation costs.

Enhanced child support services

All participants can sit down with their child support case manager at any time to discuss questions or concerns. Case managers provide case-specific information and guidance, as well as general information regarding child support and paternity establishment.

Mental health/substance abuse referrals

POP refers participants to community agencies for assistance with any substance abuse or mental health services. Most of these providers work on an income-based fee scale.

Legal referrals and guidance

While POP does not offer legal advice, we do offer resources and referrals to guide participants through the process of filing court actions independently (pro se).
